Job Purpose
The Senior Officer, Capacity Strengthening, plays a pivotal role in enhancing the organizational capacity of recipient organizations under the Maitree Project, enabling them to secure grants and implement development initiatives effectively. This position requires a blend of collaborative teamwork across various units and the ability to work independently. The role encompasses managing the complete process of training and capacity building for sub-award partners, including conducting needs assessments, developing tailored content, designing programs and workshops, delivering training sessions, facilitating Training of Trainers (TOT), and evaluating the quality and learning outcomes of participants.
Key Responsibilities
- Ensure execution excellence in the end-to-end capacity strengthening cycle; from capacity building/training need analysis, content development, design of experiential learning tools, pilot testing / dry run, ensure stakeholder relationship and satisfaction, delivery of training workshops, TOT and assessment of learning shifts of participating Bangladeshi organizations.
- Conduct needs assessments to identify training/capacity development objectives and evaluate their effectiveness. Collaborate with stakeholders to identify training needs and develop appropriate training materials with subject matter experts.
- Work closely with subject matter experts to design customized content. Learn, understand and implement programs as per the USAID and FH360 best practices and guidelines.
- Discuss with management and select appropriate instructional methods and procedures for each unique situation; example: group training/group instruction, individual mentoring, self-study, simulation exercises, lectures, demonstrations, role play, computer-based training, distance training and so forth.
- Act as a bridge between project management and project sub-award partners; if any challenges or problems arise, s/he must establish strong relations with relevant stakeholders to ensure problems are solved with minimum supervision or intervention of top management.
- Work very closely with the participating Bangladeshi organizations on pre-program (workshop) and post-program (workshop) activities.
- Design appropriate training/capacity building schedules and learning strategies based on the identified training needs in the project.
- Utilize data-driven methods to measure and track participants’ performance and training progress; measure learning effectiveness / shift of participants and participating Bangladeshi organizations and provide reports for management.
- Perform similar duties as deemed fit for the proper execution of duties and also duties delegated by management.
SAFEGUARDING RESPONSIBILITIES
- Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
Additional Job Requirements
- Deep knowledge of the training process, including Training Needs Assessments (TNA), designing experiential learning, and measuring effectiveness, is essential for impactful outcomes.
- Experience in managing large donor-funded projects, especially USAID initiatives, with expertise in capacity strengthening, ensures effective execution.
- Strong analytical, planning, and organizational skills are crucial for managing tasks independently and delivering high-impact results.
- Self-motivation, a results-driven approach, and minimal supervision enable timely and efficient project completion.
